The Lehi case for permanent lighting is a winter case

That is the whole argument, and it has nothing to do with convenience.
A seasonal install means someone is on your roofline twice a year, and at least one of those trips — takedown — happens in January, on a roof that may have ice on the north face. Every year. A permanent system is one install, in good weather, and then nobody is on the roof again.
The secondary argument is materials. Seasonal strands spend eleven months boxed up and two months cycling between 18 °F nights and daytime sun, which is what actually kills them. A fixed, outdoor-rated system is built to stay out in that.
